My experience as State Evaluator and Director of Technology for the FLDOE 21st Century Community Learning Center (CCLC) Admin Team can improve your chances for funding and program success:
  • evaluated hundreds of after-school programs
  • created the online program administration system
  • created the online RFP scoring system
  • managed the review and scoring of hundreds of RFPs

Most applications that do not score high enough to receive funding have proposed programs with clear benefits to a community in need, strong project goals, and innovative academic/enrichment activities. However the appications were not funded because the content did not align with the RFP scoring.

My experience creating the online RFP scoring system and managing the review of hundreds of applications can help ensure that your application (narrative, budget, and all other required sections) is aligned with the RFP criteria and the peer review scoring methodology. I will also ensure that your application is structurally and grammatically sound and that the vision for your proposed program is delivered consistently.

Understanding the evaluation data and reporting requirements of the grant 21st CCLC grant is challenging. Subgrantees report data and reporting as the most difficult aspect of delivering the grant, and program staff can spend a significant amount of time fulfilling these requirements throughout the duration of the grant.

    I have evaluated hundreds of programs throughout Florida and my services include all evaluation requirements for the grant:
  • objective identification and measurement
  • data collection and analysis
  • formative and summative evaluation reports
  • PPICS (federal reporting system) data entry and validation
  • continuous program evaluation to ensure improvement

High quality after-school programs demonstrate continuous academic improvement and exceed their proposed objectives with measurable results, while adhering to the federal and state funding regulations. To get these results, the program staff must receive extensive training on grant requirements and best practices.

My assistance throughout the program year extends well beyond evaluation to include grant technical assistance, capacity building, monitoring work papers, and all grant operations. I will ensure that program staff is properly trained and that program operations are properly organized so that there are no obstacles that inhibit your agency from realizing program goals.

Technology can reduce the time needed to complete a task from hours (or sometimes days) to seconds; excel formulas and macros can calculate yearly results, databases can provide instant access to information, and a website can collect information and summarize results.

My most recent web-based project, 21st CCLC Program Admin website, focused on eliminating paper-based grants documents for current subgrantees. I am now working with individual programs to build online tools specific to their needs. It is possible for you to have your own website to enter daily classroom attendance, administer surveys, distribute program results to your community, or any functionality you need.

The 21st CCLC programs provide safe environments for students during non-school hours and may have one or multiple centers/sites, which may be located in schools, community facilities, and/or faith-based facilities. All centers must provide a range of high-quality services to support student learning and development, including, but not limited to: tutoring and mentoring, academic enrichment (e.g., homework assistance, reading, math, science, and technology programs), music, art, service learning, character education, physical education and recreational activities, and dropout prevention.

21st CCLC subgrantees apply for the grant so that they can provide a high quality after-school program to students in need, yet often spend more time dealing with the evaluation requirement of the grant than running the program. My services will ensure that program staff are properly training and program operations are properly organized so that subgrantees can focus on providing the best program possible for Florida’s students.
